I placed my free upgrade order for Windows Vista on the 30th of Jan 2007 and got a long email back which included this line “For your order to be fulfilled, you must submit (by mail, facsimile or scan) your receipt for a qualifying PC, together with the online confirmation number listed on this page, to the following address or facsimile number”.
Now is this really needed as it also says “EXCEPT IF YOU HAVE RECEIVED AN UPGRADE REDEMPTION FORM, PLEASE SEE BELOW. Your order is subject to validation of your credit card and validation of your Certificate of Authenticity (COA) for the qualifying PC. You may only install the Upgrade Software on that qualifying PC”
When I check my order online it says COA Validated so does that mean all is ok now and it will ship as I have not sent in a receipt.

No, I think you will have to send in your receipt (proof of purchase). I, too, sent in the COA info (Step 1) and began to wait. But after carefully reading the confirming e-mail, there is a sentence in bold font that says a copy of a receipt is required in order to complete the process (Step 2). The 6-8 week clock starts when both steps are completed. There is also a June 2007 deadline for completing it.
